Estonian Building Registry Development

As part of the Building Registry development, we created two new applications: a project time estimation calculator and a service for calculating and submitting energy certificates. Additionally, we enhanced the network infrastructure database application and performed regular maintenance tasks. All work on the Building Registry was carried out in partnership with our trusted partner, Finest AS.

Ministry of Climate

The Construction Register (EHR) is a national database for submitting and processing construction-related documents. EHR services include managing design conditions, building and occupancy permits, construction and occupancy notifications, and data submission notices, as well as notifications on the start of construction and demolition.

The registry is managed and the work commissioned by the Ministry of Climate.

Client Brief

The Ministry of Climate aimed to develop Building Registry services that facilitate the management of building data.

Problem

In the first half of 2024, the old Building Registry was closed because it no longer met modern needs. The main issues included the system’s limited flexibility and outdated technology, which could no longer support new requirements and standards. Additionally, the old system was developed as a monolithic solution, making it difficult and time-consuming to repair and update.

The new Building Registry is designed based on a modular architecture, where each service and module operates independently. This approach ensures that the failure of one module does not affect the overall functionality of the system. Transitioning to a modular solution is essential for better adapting to modern demands and supporting the growing need for digitalization.

As part of this project, the Ministry of Climate required daily maintenance for the Building Registry, a project time estimation calculator, enhancements to the network infrastructure database, and a service for creating and submitting energy certificates.

Solution

Wenture, in collaboration with Finest AS, participated in the following development activities for the e-construction platform:

  • Maintenance – Enhancing and improving the functionality of existing systems.
  • Project time estimation calculator – We developed a tool that allows clients to easily calculate the project time estimation based on the building description. One of the major issues has been the inaccurate assessment of project workloads, so the calculator aims to improve the planning of work and labor resources.
  • Enhancing the network infrastructure database application – Enhancing the application to better manage and visualize the locations of small cell access points, as well as spatial and attribute data.
  • Service for calculating and submitting energy certificates – Creating a new system that allows for the calculation of an energy certificate for a building.

The scope of the Building Registry development work is extensive. In the future, we will focus on the maintenance and enhancement of existing systems to ensure their efficient operation and relevance, while also participating in new and interesting development projects.

We will continue to collaborate closely with specialists to avoid technical and communication issues and ensure the smooth and successful completion of projects. Our partnership with Finestmedia has also been seamless, and we hope to continue working together in this tandem.
